Lots of theories being thrown around but this fiasco will likely be obscured, wiped, disappeared, obfuscated, muddied etc. etc. etc.  Oh,  and I'm sure the names will be changed to protect the guilty.  Personally,  Number two strikes me as the most likely scenario along with number one and  three as a bonus.
