Ten reasons not to be optimistic about 2010


1. Global bank balance sheets remain loaded with toxic assets. The real banking crisis  has not started. Government bailouts have delayed the day of reckoning, not eliminated it.
2. Stock markets rebounded ‘too far, too fast’ in 2009 and are overdue for a big correction.
3. Chinese exports fell around 20 per cent in 2009, and have not recovered. Global trade continues to reel from the worst crash since the 1930s.
4. US consumer and commercial lending is sharply down. The banks still are not lending for spending.
5. Property values continue to deteriorate around the world putting new financial pressure on owners and banks. US mortgage resets are the sub-prime crisis part two.
6. A double-dip recession like 1980-82 is the most likely scenario with a further leg down in the second half of 2010. The 2009 downturn was too short following a major financial crisis.
7. Emerging markets like India and China are faking their growth – Chinese exports for example are in a deep depression. These markets are anyway too small to lead global recovery.
8. Oil prices are too high, and generally depress economic activity.
9. The record gold price indicates that smart investors are expecting the worst.
10. In past major global financial crises a bond market crash has always been the final phase, and we have not seen that yet. This will bring much higher interest rates, and a boom in the gold price.

 12/30/09 London, England – The Los Angeles Times tells us that mortgage defaults in the prime category rose in the 3rd quarter. If you are wondering what might happen to housing prices in the US…should the depression continue…you might want to keep an eye on the default rate.

 Housing prices are down about 30% nationwide. In some areas, they are down much more.

In the early stages of a depression, people may believe that “prices will come back.” They wait. They hope. Sometimes, prices do come back. Sometimes they don’t. But if the depression continues, people will give up hope and lose confidence. They will begin to put unwanted properties up for sale – even at much lower prices. And they will begin to default even when they can still make mortgage payments.

 There were only 2 million houses in the subprime mortgage sector. There soon may be as many as 30 million houses that are ‘underwater.’ When those homes stop expecting prices to recover, they will want to get rid of these waterlogged properties. And they can do so easily. They just send the keys to the mortgage company and walk away.

Lawmakers also added $5 billion for two destroyers, 10 C-17 cargo planes and to develop a jet engine the Pentagon neither wants nor needs. Critics call it classic pork -- projects that may save jobs, but not money.

But a study by the Center of Defense Information says earmarks like those in this bill -- including those for the solar film, prostate cancer research, and the New York sprinkler system -- mean less money for pilot training, supplies, repairs and ammunition.

My dog sleeps about 20 hours a day. He has his food prepared for him. He can eat whenever he wants, 24/7/365. His meals are provided at no cost to him. He visits the Dr. once a year for his checkup, and again during the year if any medical needs arise. For this He pays nothing, and nothing is required of him. He lives in a nice neighborhood in a house that is much larger than He needs, but He is not required to do any upkeep. If He makes a mess, someone else cleans it up. He has his choice of luxurious places to sleep. He receives these accommodations absolutely free. He is living like a king, and has absolutely no expenses whatsoever. All of his costs are picked up by others who go out and earn a living every day. I was just thinking about all this, and suddenly it hit me like a brick in the head, For Pete's sake, my dog is a Democrat!

   Democrat House Speaker Nancy Pelosi dropped a verbal bombshell in the middle of an interview on Good Morning America April 7, and surprisingly, neither the press nor a majority of gun rights activists seemed to notice.
   Responding to a question from ABC’s Robin Roberts, Pelosi said that while Congress apparently does not want to take anyone’s guns away, “We want them registered.”

Perhaps equally alarming was Pelosi’s dismissal of an amendment on the District of Columbia voting rights legislation that would expand gun rights in the city.
   Pelosi made the astonishing argument that the desire by District residents to have a vote on the House floor via a fully-recognized representative is “a civil rights issue.” However, in her opinion, requiring the city to recognize the right to keep and bear arms – that was affirmed by the Supreme Court last year when it struck down the District’s handgun ban – is “draconian.”
   “I don’t think that that should be the price…to pay to have a vote on the floor of the House,” Pelosi told ABC’s Roberts.
   Translation: Pelosi thinks one civil right is more important than another.

During his presidential campaign, President Barack Obama supported reinstating the federal ban that expired in 2004. In Mexico, U.S. Secretary of State Hillary Clinton supported a renewal of the ban.


  Whether Pelosi or Holder or Clinton meant to alarm American gun owners – tens of millions of whom have never harmed a soul – their rhetoric has sufficiently aroused concerns. Considering the anti-gun track records of Pelosi, Holder, Clinton and their boss, those concerns are legitimate.
   While MSNBC’s David Schuster sought earlier this week to demonize these gun owners in the wake of the Pittsburgh shooting, that’s hardly the way to build consensus.
    There are no easy solutions, but this much is certain: Banning firearms from law-abiding citizens because criminals use guns illegally is not one of the options.

Every single fact that has come to light since the attempted bombing on Christmas Day directly indicates that the bomber was deliberately allowed to board the plane and that his attack would have succeeded if not for the alert and brave reactions of the passengers and flight crew.

This guy lept over other passengers to put out the flames with his bare hands before the explosion happened.   No TSA person was involved.   That man saved the day. 

How did this piece of Muslim crap with Al-Qaeda ties get on board this plane in the first place.  Where were all the sniffing dogs,  take your shoes of grandma, TSA genius's,  Janet,  you need to apologize to every passenger on board that plane and to the hero of the day but especially to the American people.   Your arrogance is what almost got them killed and continues to put Americans at risk.

Take some lessons from the Israeli's.  Israeli jets do not fall out of the sky.  Nor do passengers have to jump on burning Al-Qaeda Muslim pieces of burning shit.   You are laughable.

Bomb experts say there was more than enough explosive to bring down the Northwest jet, which had nearly 300 people aboard, had the detonator not failed, and the nation's outdated airport screening machines may need to be upgraded.

During the last 30 years we Americans have been so politically divided that some of us have called this left-right, liberal-conservative split a "culture war" or even a "second Civil War."  These descriptions are no longer accurate.  The precise, technical word for what is happening in the United States today is revolution.

What defines a revolution -- and this is the crucial point to grasp -- is that when it's over a country has changed not merely its leaders and its laws, but its operating system.
Can you change a country's operating system?  Yes, you can.  And the precise, technical word for replacing one political or economic operating system with another is -- revolution.

In abnormal politics, the objective of one party isn't to improve the operating system, but to overthrow it. 

With this analogy in mind, now we can see clearly what's been happening in the United States during the last three decades.  While conservatives have been working to improve our democracy and our free-market economy, liberals have been working to replace our democracy with a dictatorship, and our free-market economy with a command economy controlled by the government.  The liberals couldn't say this aloud, because if they did the American people would have tossed them out of office on their ears.  So the liberals worked covertly, feigning support for democracy and for the free market while working diligently to undermine both.  

This is why our politics has been so partisan, so vicious, and so deadlocked.  This is why words have lost their meaning in Washington, why we can never get to the bottom of anything, why we lurch from one manufactured scandal to another.  It's all been part of a decades-long effort by the liberals to throw sand in our eyes -- to keep us from seeing clearly where they really want to take us.  (And this explains why, when we question their judgment on some issue, they go berserk and accuse us of questioning their patriotism.  They're afraid we're on the verge of catching on.  If you want to have some fun, the next time you're chatting with a liberal and he goes nuts when you call him a socialist, say to him: "I'm so sorry you're offended.  Please tell me, what is there about socialism you don't like?"  You won't get a coherent answer; he'll just accuse you of a hate crime.)

With the election of Barack Obama as president, the liberals have launched a massive, two-front offensive they believe will end in victory. 


The speed of their offensive is breathtaking.

At the core of democracy is the rule of law, and we have already lost it.  The liberals lecture us incessantly that everything is "relative," but that's not true; some things are absolutes. 


It's going to get much worse, fast.


We have lost our free-market economy as quickly as we have lost the rule of law.

Put all this together, and what we have in our country today isn't a democracy and it isn't a free-market economy.  Reader, what we have now is a revolution.

This revolution won't be stopped, and our country won't be rescued, by the Republicans in Washington.  This isn't because they lack the votes.  It's because most of them are careerist hacks who've been playing footsie with the Democrats for too long; with very few exceptions they lack the intellectual firepower to articulate the present danger, and the political courage to stand up to this Administration and really fight.  But for the absence of frock coats and pince-nez glasses, these Republicans in Washington remind me of those bumbling Weimar Republic politicians in Berlin who never grasped where Hitler and the Nazis were going until it was too late to stop them, or of those hapless Mensheviks in Moscow's Duma who let themselves be tossed into history's dustbin by Lenin and his Bolsheviks.  (Yes, of course I realize it's explosive to keep bringing up the Nazis and the Bolsheviks in an essay about the Democrats.  I'm not doing this to be incendiary; I'm doing this to be accurate.)

Our country's future now lies within our own hands -- yours, mine, all of us who comprise what the Washington insiders sneeringly call the grass roots. 


We need to launch a counter-offensive, so to speak, and the place to start is at the local level.  Working with our county and state political parties when we can -- or working around them when we must -- our objective will be to elect as many people as we can to public office who understand what a democracy is and how the free market works.  This will include city council members, county commissioners, school board members, judges, sheriffs and even members of the local parks commission.  With the strength and political momentum their elections will provide, we can surge to the state level and then -- before it's too late -- take back the power in Washington DC.

The alternative to launching this kind of peaceful and political counter-attack is horrific.

That's when the real shooting started, and when blood began flowing in the streets.

USDA estimates for 2009/10 make no sense

All someone needs to do to know the world is headed is for food crisis is to stop reading USDA’s crop reports predicting a record soybean and corn harvests and listen to what else the USDA saying.

Specifically, the USDA has declared half the counties in the Midwest to be primary disaster areas, including 274 counties in the last 30 days alone. These designations are based on the criteria of a minimum of 30 percent loss in the value of at least one crop in the county. USDA motivated by fear of higher food prices

The USDA is terrorized by the implications of higher food prices for the US economy, most likely because it knows the immediate consequence of sharply higher food will be the collapse of the US Treasury market and the dollar, as desperate governments and central banks dump their foreign reserves to appreciate their currencies and lower the cost of food imports. Fictitious USDA estimates should be seen as proof of the dire threat posed by higher food prices, as the USDA would not have turned its production estimates into a grotesque mockery of reality if it didn't believe the alternative to be apocalyptic.

Financial crisis worsens drop in crop production

On top of the worldwide abnormal weather, the low commodity prices and lack of credit caused by the financial crisis harmed production. The lack of credit curbed farmers’ ability to buy seeds and fertilizers limiting production, and low prices at the end of 2008 discouraged the planting of new crops in 2009. In Kansas for example, farmers seeded nine million acres, the smallest planting for half a century.

Between the effects of the financial crisis and the abnormal weather experienced across the globe, the idea that 2009/10 saw record harvests of anything is pure fantasy.



Total Panic

The sudden, shocking discovery that food supplies are running out will produce total panic. The reaction will inventory building - hoarding –at all levels. Major food producing nation will export bans (India has already banned food exports). Producers, Middlemen, And Households will rush the acquire supplies. All this hoarding will wrosen the crisis by throwing supply and demand further out of balance: export bans cut supply available on international market and inventory building increases demand. Food prices will more than double.


Central bank exodus from the dollar

With one out of eight Americans on food stamps, foreign central banks are subsidizing US food consumption by funding the US government with their treasury purchases. Once the food crisis begins next year, they will be faced with the choice:


1) Continue subsidizing US food consumptions as triple digit food inflation ravages their economy and their people starve.
2) Dump their treasury holdings onto the market to rapidly appreciate their currencies, lowering the cost of food imports and preventing widespread domestic starvation.



Not much of choice. China, for example, will drop the dollar peg without a second thought to prevent triple digit food inflation from damaging its economy and causing widespread of social unrest. Chinese exporters will be badly hurt, but that will be a small cost if it can keep food prices down.

In India, the government is ALREADY under pressure to selloff the country’s $270 billion in forex reserves.


Food prices are rising faster than any other commodity and food prices hit the poor the most.



"But the dollar can’t collapse because there is no alternative to the US dollar for a reserve currency..."

I love the "there is no alternative to the US dollar for a reserve currency" argument. Every time I hear it, I imagine someone standing on the deck of the Titanic on the night of April 14, 1912, and declaring, "This boat can't possibly sink because there aren't enough lifeboats!"

The lack of viable alternatives doesn't mean the dollar can't sink, it simply means that when it does go down, it will result in a tragedy of epic proportions which will be remembered for centuries to come.


Political Fallout of 2010 Food Panic

Once the 2010 Food Crisis starts, confidence in the US government will be shattered as a result of the USDA’s faulty estimates. The starvation and misery caused by higher food prices will also create a lot of anger...

Insolvent Midwestern banks

With failed crops, farmers across the Midwest are bankrupt, and so are their banks. This is especially important considering that the FDIC is out of money. Every bank failure is now being financed with the immediate sale of treasuries.

Whether the US choose to bail out Midwest banks with billions of emergency aid for bankrupt farmers or finances the FDIC takeover of their banks, the outcome will be the same. The enormous quantity of debt which the US will need to sell to finance emergency aid and resolve bank failures in the Midwest will pressure an already collapsing market for US treasuries.


The death of the "US consumer"

The famous "US consumer" has been the driving force of the global economy for decades. This ends in 2010, as the dollar’s collapse will wipe out America’s purchasing power.

US Economic Disintegration

70% of the US economy is consumer spending, with at least 20% of it directly tied to commercial retail real estate. Less than 10% of our economy is related to the production of basic goods and services. This style of economy cannot handle a pull back in consumer spending.

America is facing a terrifying future. As the dollar loses most of its value, America’s savings will be wiped out. The US service economy will disintegrate as consumer spending in real terms (ie: gold or other stable currencies) drops like a rock, bringing unemployment to levels exceeding the great depression. Public health services/programs will be cut back, as individuals will have no savings/credit/income to pay for medical care.

The US will not fall alone

With the free falling dollar spreading doubt about all paper currencies, and countries with weak financial health will join the US in hyperinflation. Two countries which will follow the US into economic oblivion are Britain and Japan

Britain is probably the only country worse off than the US, and they know it. Privately, something close to desperation is starting to develop inside government, with cabinet ministers being quoted as saying things such as. "The banks are f***ed, we're f***ed, the country's f***ed." The last time Britain built up this much debt was when it was fighting half of Europe.

Japan meanwhile is facing a demographic collapse and its debt to GDP is approaching 200%. The dollar’s collapse is going to wipe out the value of Japan's foreign reserves and destroy the country’s largest export market (the US), heavily damaging the economy. The yen, like the pound and dollar, will not survive.




Conclusion

There is no precedence for the panic and chaos that will occur next year. The global food supply/demand picture has NEVER been so out of balance. The 2010 food crisis will rearrange economic, financial, and political order of the world, and those who aren’t prepared will suffer terrible losses...

The German Hyperinflation, 1923
Before World War I Germany was a prosperous country, with a gold-backed currency, expanding industry, and world leadership in optics, chemicals, and machinery. The German Mark, the British shilling, the French franc, and the Italian lira all had about equal value, and all were exchanged four or five to the dollar. That was in 1914. In 1923, at the most fevered moment of the German hyperinflation, the exchange rate between the dollar and the Mark was one trillion Marks to one dollar, and a wheelbarrow full of money would not even buy a newspaper. Most Germans were taken by surprise by the financial tornado.

"My father was a lawyer," says Walter Levy, an internationally known German-born oil consultant in New York, "and
he had taken out an insurance policy in 1903, and every month he had made the payments faithfully. It was a 20-year policy, and when it came due, he cashed it in and bought a single loaf of bread."

More than inflation, the Germans feared unemployment. In 1919 Communists had tried to take over, and severe unemployment might give the Communists another chance. The great German industrial combines -- Krupp, Thyssen, Farben, Stinnes -- condoned the inflation and survived it well. A cheaper Mark, they reasoned, would make German goods cheap and easy to export, and they needed the export earnings to buy raw materials abroad. Inflation kept everyone working.

So the printing presses ran, and once they began to run, they were hard to stop.
The price increases began to be dizzying. Menus in cafes could not be revised quickly enough. A student at Freiburg University ordered a cup of coffee at a cafe. The price on the menu was 5,000 Marks. He had two cups. When the bill came, it was for 14,000 Marks. "If you want to save money," he was told, "and you want two cups of coffee, you should order them both at the same time."

The presses of the Reichsbank could not keep up though they ran through the night.
Individual cities and states began to issue their own money. ...

The flight from currency that had begun with the buying of diamonds, gold, country houses, and antiques now extended to minor and almost useless items -- bric-a-brac, soap, hairpins. The law-abiding country crumbled into petty thievery. Copper pipes and brass armatures weren't safe. Gasoline was siphoned from cars. People bought things they didn't need and used them to barter -- a pair of shoes for a shirt, some crockery for coffee. Berlin had a "witches' Sabbath" atmosphere. Prostitutes of both sexes roamed the streets. Cocaine was the fashionable drug. In the cabarets the newly rich and their foreign friends could dance and spend money. Other reports noted that not all the young people had a bad time. Their parents had taught them to work and save, and that was clearly wrong, so they could spend money, enjoy themselves, and flout the old.

The publisher Leopold Ullstein wrote:
"People just didn't understand what was happening. All the economic theory they had been taught didn't provide for the phenomenon. There was a feeling of utter dependence on anonymous powers -- almost as a primitive people believed in magic -- that somebody must be in the know, and that this small group of 'somebodies' must be a conspiracy."

When the 1,000-billion Mark note came out, few bothered to collect the change when they spent it.
By November 1923, with one dollar equal to one trillion Marks, the breakdown was complete. The currency had lost meaning.

But although the country functioned again,
the savings were never restored, nor were the values of hard work and decency that had accompanied the savings. There was a different temper in the country, a temper that Hitler would later exploit with diabolical talent. Thomas Mann wrote: "The market woman who without batting an eyelash demanded 100 million for an egg lost the capacity for surprise. And nothing that has happened since has been insane or cruel enough to surprise her."

With the currency went many of the lifetime plans of average citizens. It was the custom for the bride to bring some money to a marriage; many marriages were called off. Widows dependent on insurance found themselves destitute. People who had worked a lifetime found that their pensions would not buy one cup of coffee.

Pearl Buck, the American writer who became famous for her novels of China, was in Germany in 1923. She wrote later: "The cities were still there, the houses not yet bombed and in ruins, but
the victims were millions of people. They had lost their fortunes, their savings; they were dazed and inflation-shocked and did not understand how it had happened to them and who the foe was who had defeated them. Yet they had lost their self-assurance, their feeling that they themselves could be the masters of their own lives if only they worked hard enough; and lost, too, were the old values of morals, of ethics, of decency."

There is only one way.

Both parties partake of the exact same largesse, so claiming that one is to blame and the other is not is nonsense. The system itself is broken. And you can't fix it with a bit more openness here or a few published emails there. You can only fix it by separating politics and business, by taking a big old axe and cruelly cutting clear through the umbilical chords so carefully and profitably attended to on K Street. Anything else is mere make believe. Nobody in Washington seeks the truth behind all this. Everybody seeks a story that makes them look good for their voters.

The trouble in Denmark on Capitol Hill runs much deeper than a vote or an idea. The country is governed by a few hundred enlightened souls who are all for sale, or they wouldn't be where they are. And if a soul does get lost on the Hill and tries to follow his or her conscience, the rest of them will drown it out.

Read all the emails you want, investigate all the crooked deals made in the bail-outs. It won’t matter one iota. Once growth is gone, you need to prevent the rich from lobbying themselves into ever and even more riches. because these will have to come from the mouths of the desolate.

Or you can choose not to, but then your society is over and done with.

We have waited, far too long I am afraid.    We are now caught up in the raging sea, tossed to and fro by the turmoil of a boiling hurricane with world wide consequences.  If any think they may wrest control from those whom have grasped it with a death grip, or change the eventuality facing all of us,  they are sadly mistaken. 


I used to think my vote counted but now I realize it was for naught all these many years.   Merely an illusion of control given to a greedy population in order to mollify and control same.   I am sure and certain;   a subject of rolling laughter in the halls of Congress and Senate, even the stately manor we refer to as the White House.  


We have been lead down the primrose path to eventual enslavement or demise.

50 Years of Cooling Predicted

If Lu is right, the US can expect more winters like this one, with more than half the country now covered in snow

Louisiana Purchase And Omaha Stakes

Politics: Sen. Mary Landrieu was the new "Louisiana Purchase." Sen. Ben Nelson got the federal government to pick up his state's future Medicaid tab. Maybe we should just put Senate votes up on eBay.


The list of bribes, payola, payoffs, that 

got Reid his vote.

The multimillion-dollar deals cut with Sen. Ben Nelson (D-Neb.) and others to win the 60 votes needed for the historic health care reform bill gave President Barack Obama the margin he needed to fulfill a central campaign promise — but may also have upped the ante for future presidential horse trading.
With the bill hanging in the balance, Nelson won a provision exempting his state from paying the usual share of costs for new Medicaid patients. The deal critics have dubbed the Cornhusker Kickback is expected to cost the federal government $100 million over 10 years.
Before a close vote last month, Sen. Mary Landrieu (D-La.) won an even larger break for her state — an estimated $300 million in extra federal spending, in a move opponents derided as the Louisiana Purchase.
Some critics branded the special deals as functionally equivalent to the kind of earmarks Obama crusaded against as a senator — and a quantum leap from eleventh-hour deals Obama’s predecessors have cut.


Ø      The bill contains unfunded mandates to states through the expansion of Medicaid but this time with new special treatment for the states of Nebraska, Vermont, and Massachusetts. These states will receive Federal Matching Assistance Percentages (FMAP) bonuses such that:
  1. Nebraska will receive 100% FMAP for newly eligibles indefinitely, making it the only state where the federal government will pay for all new enrollees. CBO estimated the cost to the federal government (additional funds to Nebraska) would be $100 million, which may look small compared to the other deals negotiated, yet over the long-term will cost far more, since funding continues indefinitely.
  2. Vermont will receive a 2.2% FMAP increase for 6 years for their entire program, thus receiving an additional $600 million over ten years.
  3. Massachusetts will receive a 0.5% FMAP increase for three years for the entire program, thus receiving an additional $500 million over ten years.
  • Despite $120 billion in Medicare Advantage cuts, the Manager’s Amendment found a way for Florida residents, as well as some individuals in Pennsylvania and New York, and potentially Oregon, to be grandfathered out of receiving the cuts.
  • Dorgan and Conrad’s “protections for frontier states” provision would, starting in 2011, establish a 1.0 hospital wage index and geographic practice expense floors for hospitals and physicians located in states where at least 50% of the counties in the state are “frontier”. Not surprisingly, states that qualify and benefit from the provision are Montana, South Dakota, North Dakota, Utah, and Wyoming.
Of the many problems with these “sweetheart” deals, is the door it leaves wide open for more federal involvement and financing of state-based entitlement programs. Sen. Harkin said it best when he stated “In 2017, as you know, when we have to start phasing back from 100%, and going down to 98%, they are going to say, ’Wait, there is one state that stays at 100?’ And every governor in the country is going to say, ‘Why doesn’t our state stay there?’…When you look at it, I thought well, god, good, it is going to be the impetus for all the states to stay at 100%. So he [Nelson] might have done all of us a favor.”
Changes for Sen. Ben Nelson (Nebraska)
  • Nelson secured more than just 100% federal funding for Nebraska’s Medicaid expansion, the list of “sweeteners” (also called the “Cornhusker kickback” by Senate Republicans) includes:
    • An exemption from the insurance tax for Nebraska non-profit insurers, with language written in a way that only applies to Mutual of Omaha Insurance Company and Blue Cross Blue Shield Plans (BCBS) of Nebraska (and Michigan). According to news reports, Nelson’s office states that BCBS “would pay between $15 million and $20 million less in fees under the Senate bill than it would have without a change.”
    • An exemption from taxes for Medicare supplemental (“Medigap”) insurance providers.  Specifically, Mutual of Omaha, will not have to pay taxes on Medigap insurance, while reports also indicate that this tax break will be extended to other companies.
    • Some changes requested by Nelson would benefit people across the country, such as the inflation adjustment to the $2,500 cap on tax-exempt contributions to Flexible Savings Accounts (FSAs) and exemptions for nearly 55 physician-owned hospitals that have a provider agreement to participate in Medicare by August 1, 2010 (pushed back from February 1, 2010).


Changes for Sen. Levin (Michigan)
  • According to reports, Like Nelson, Levin sought an exemption from the $6 billion annual fee for non-profits, as non-profit insurers make up 76% of industry profits, but drew opposition from liberals. Ultimately, Levin got an exemption from the insurance tax for Michigan non-profit insurers, with language written in a way that applies to Blue Cross Blue Shield Plans (BCBS) of Michigan (and Nebraska).
  • Furthermore, the amendment changes the extension of section 508 hospital provisions so that hospitals in Michigan (as well as Connecticut) have the option to benefit under them if it means higher payments.
Changes for Sen. Landrieu (Louisiana):
  • Landrieu was one of the first Senators to secure a sweetheart deal, aptly nicknamed the “Louisiana Purchase”; she traded her support for bringing the bill to the floor for a $300 million increase in Medicaid funding for Louisiana. The underlying bill was cryptically written to increase federal Medicaid subsidies for “certain states recovering from a major disaster” during the past 7 years that have been declared a “major disaster area” — and is meant to replenish the decrease in federal money resulting from an “abnormally inflated” per capita income in Louisiana following Hurricane Katrina. This was due to an influx of insurance dollars, federal grants and increased labor wages.

Changes for Sen. Sanders (Vermont):
  • In addition the Vermont FMAP increase, the amendment includes a provision pushed by Sanders to provide an additional $10 billion in funding for community health centers and the National Health Services Corps which he argues would provide primary care to 25 million more people.
Changes for Sen. Bill Nelson (Florida)
Ø      As noted above, Nelson was able to secure a deal to keep Medicare Advantage plans enrollees in Florida grandfathered in. Notably, when McCain tried to offer an amendment to allow all enrollees to be grandfathered in, 57 Democrats voted against it.
Changes for Hawaii: The Manager’s Amendment singles out Hawaii as the only state to receive a Disproportionate Share Hospital (DSH) extension.
Changes for Sen. Lieberman (Connecticut): It amends the extension of section 508 hospital provisions so that hospitals in Connecticut (as well as Michigan) have the option to benefit under them if it means higher payments.
Changes for Sen. Dodd (Connecticut): It was a mystery until just revealed that Chris Dodd’s state will benefit from a cryptically awarded $100 million for a “Health Care Facility” at a public research university that contains a state’s sole public academic medical and dental school—criteria designed to apply to the University of Connecticut.

Changes for Sen. Baucus (Montana):
Ø      Baucus secured a pilot program in the amendment to “provide innovative approaches to furnishing comprehensive, coordinated, and cost-effective care” to certain qualified individuals. A qualified individual “is an environmental exposure affected individual…who resides in or around the geographic area subject to an emergency declaration made as of June 17, 2009.” And who might these select few individuals be? Well, according to EPA, “On June 17, 2009, EPA Administrator Lisa Jackson issued a Public Health Emergency (PHE) finding at the Libby Asbestos Superfund site in northwest Montana.” This provision would help residents of Libby by allowing them to sign up for Medicare benefits.
